Prepare the filling by finely chopping cabbage, carrots, and capsicum.
Mix the chopped vegetables with soy sauce, ginger, garlic, and black pepper.
Take a spring roll wrapper and place a spoonful of the filling at one end.
Fold the sides of the wrapper over the filling and roll tightly to seal.
Heat oil in a deep pan over medium heat until shimmering.
Fry the spring rolls in batches until golden brown, about 3-4 minutes.
Remove and drain on paper towels.
For chili paneer, cut paneer into cubes and marinate with soy sauce and cornstarch.
Heat sesame oil in a pan over medium-high heat.
Add chopped onions, green chilies, and ginger, and sauté until fragrant.
Add the marinated paneer and stir-fry until crispy, about 5-7 minutes.
Finish with vinegar, sugar, and chopped coriander before serving.
