Prepare the filling by mixing ground pork, finely chopped carrots, green onions, minced garlic, soy sauce, and pepper in a bowl.
Lay a spring roll wrapper on a flat surface with a corner facing you.
Place a spoonful of filling near the corner of the wrapper.
Fold the corner over the filling, then fold in the sides and roll tightly to seal.
Heat oil in a deep pan over medium heat.
Fry the lumpia in batches until golden brown and crispy, about 3-5 minutes per side.
Remove from oil and drain on paper towels before serving.
