In 2 cups of water, put the beef. Place in Instant Pot, press Saute set for 25 minutes.

Dispose water, and clean the meat after.

Put back in the instant pot, Add 4 cups water, onion, ginger, garlic, ground pepper, pepper corn, fish sauce and beef cubes.

Close lid, in sealing position.

Press Pressure Cooker then Meat Stew, set to 35 minutes.

Turn Cancel, Add potatoes, press Saute set for 10 minutes.

1 minute before the time add the cabbage.

Serve.
