Marinate the beef brisket with ground pepper, soy sauce, and calamansi juice.
In a pan, heat cooking oil and sauté garlic, shallots, and tomatoes until fragrant.
Add the marinated brisket to the pan and cook until browned.
Add in the tomato paste and water, then stir to combine.
Add bay leaves, beef cube, ground pepper, spicy chilis, sugar, and fish sauce.
Pressure cook for approximately 1 hour.
In the last few minutes, add fried potatoes, carrots, and bell peppers to the pressure cooker.
Finish with a splash of calamansi juice before serving.
