1 cup leeks, chopped
1 medium onion, chopped
1/4 cup dill, chopped
2 tablespoons butter
4 cups water
1 teaspoon salt
1/2 teaspoon black pepper
1 cup heavy cream
2 bay leaves
1/2 cup white wine
2 cloves garlic, minced
