Combine all-purpose flour, semolina, milk powder, and salt in a large mixing bowl.
Add the yeast mixture, melted butter, and milk to the dry ingredients; stir until a dough forms.
Knead the dough on a floured surface for about 10 minutes until smooth and elastic.
Place the dough in a greased bowl, cover with a cloth, and let rise in a warm place until doubled in size, about 1-2 hours.
Punch down the risen dough and divide it into equal-sized balls.
Shape each ball into a smooth round and arrange them closely in a greased baking tray.
Cover the tray with a cloth and let the dough rise again for about 30-45 minutes.
Preheat the oven to 375°F (190°C).
Bake the pav for 15-20 minutes until golden brown on top.
Brush the hot pav with melted butter and sprinkle with sesame seeds if desired.
Let cool slightly before serving.
