Mince the shallot and grate the garlic.
Grate the ginger into a separate bowl.
Heat oil in a nonstick skillet over medium heat.
Sauté the shallots and garlic until the shallots are glassy.
Add the ground beef and cook until browned, breaking it into small pieces.
Add sambal oelek, ground coriander, ketjap manis, ginger, cayenne powder, water, and flour to the beef mixture.
Stir thoroughly to combine and cook until the flour is no longer raw.
Taste and adjust seasoning with salt as needed.
Let the filling cool before assembling the vlammetjes.
Prepare a slurry with flour and water for sealing the wrappers.
Lay an egg roll wrapper with the point towards you, add a spoonful of meat, and fold to seal.
Heat oil to 175 degrees Celsius (350 degrees Fahrenheit) for frying the vlammetjes.
Deep fry the vlammetjes until golden brown.
