Mix all-purpose flour and salt in a bowl.
Add water and olive oil to the flour mixture; knead until smooth.
Wrap the dough in plastic wrap and let it rest for 30 minutes.
Sauté onion, garlic, and bell pepper in olive oil until softened.
Add crab meat, cilantro, lime juice, adobo seasoning, and black pepper; cook for 3-4 minutes.
Remove the filling from heat and let it cool slightly.
Roll out the dough on a floured surface to about 1/8 inch thickness.
Cut out circles using a round cutter or glass.
Place a spoonful of filling in the center of each circle.
Fold the dough over the filling to create a half-moon shape; press edges to seal.
Brush the edges with egg wash for a golden color.
Heat oil in a deep skillet over medium heat until shimmering.
Fry empanadas in batches until golden brown, about 3-4 minutes per side.
Drain on paper towels before serving.
