Add garlic, cumin seeds, cardamom seeds, cinnamon, and green pepper to the pot and stir.
Add chopped potato and tomato to the mixture and stir well.
Season the mixture with paprika powder, salt, and pepper.
Add rice to the pot and mix gently with the other ingredients.
Add water as needed to ensure the rice is covered.
Place the lamb on top of the rice, cover with aluminum foil, and cook on low heat for 15 minutes.
