Add enough water to cover the mutton and bring to a boil
Reduce heat to low, cover, and simmer for 1.5-2 hours until mutton is tender
Stir in garam masala, bay leaves, cinnamon stick, and cloves
Simmer for an additional 10-15 minutes to meld flavors
Adjust seasoning with salt as needed
Garnish with fresh cilantro before serving
