Add cubed lamb and brown on all sides, about 8-10 minutes.
Sprinkle in spices, including cumin and turmeric, and stir to coat meat evenly.
Pour in water and bring to a boil, then reduce heat and simmer for 1 hour until lamb is tender.
Add carrots and raisins, cover, and cook for an additional 15 minutes.
Stir in drained rice, ensuring it is evenly distributed over the meat and vegetables.
Add more water if needed, cover, and cook on low heat for 20-25 minutes until rice is tender.
Remove from heat and let sit, covered, for 10 minutes before serving.
