Activate yeast in warm milk for 5-10 minutes until frothy.
Mix flour, salt, and activated yeast in a bowl.
Add melted butter and eggs to the flour mixture; combine until a dough forms.
Knead the dough on a floured surface for 5-7 minutes until smooth.
Cover the dough and let it rise in a warm place for 1 hour until doubled in size.
Cook ground beef and chopped onion in a skillet over medium heat until browned, about 7-10 minutes.
Stir in minced garlic, salt, and pepper; remove from heat and let cool.
Mix in shredded cheese and chopped parsley into the meat mixture.
Preheat oven to 375°F (190°C).
Divide risen dough into equal pieces and roll each into a circle.
Place a spoonful of filling in the center of each circle; fold and seal edges tightly.
Brush the tops with egg wash and place on a baking sheet.
Bake for 20-25 minutes until golden brown.
