Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onions, garlic, carrots, and celery; sauté until softened, about 5-7 minutes.
Add lamb shoulder pieces to the pot; brown on all sides, about 8-10 minutes.
Pour in red wine, scraping up any browned bits from the bottom of the pot.
Stir in chopped tomatoes, herbs de Provence, bay leaves, salt, and black pepper.
Cover and reduce heat to low; simmer for 2-3 hours until lamb is tender.
Remove lamb from pot and let rest for a few minutes before shredding.
Meanwhile, cook rice according to package instructions, using chicken broth instead of water for added flavor.
Stir in chopped mint into the cooked rice; season with salt and pepper to taste.
Serve shredded lamb over mint rice, garnishing with additional mint if desired.
