Mix yeast, sugar, and warm water in a bowl; let sit until frothy, about 5-10 minutes.
Combine flour, salt, and baking powder in a large mixing bowl.
Add the yeast mixture, yogurt, and milk to the dry ingredients; mix until a dough forms.
Knead the dough on a floured surface for about 5-7 minutes until smooth and elastic.
Place the dough in a greased bowl; cover and let rise in a warm place until doubled in size, about 1-2 hours.
Preheat the oven to high heat (around 475°F/245°C) or prepare a grill.
Divide the dough into equal portions and roll each into a ball.
Roll out each ball into an oval shape on a floured surface, about 1/4 inch thick.
Brush one side with ghee and place it on a hot baking stone or grill, ghee side down.
Cook until bubbles form and the bottom is golden brown, about 2-3 minutes.
Flip the naan and cook for another 1-2 minutes until the other side is golden.
Remove from heat and brush with more ghee; sprinkle with minced garlic and cilantro if desired.
