Season the fish with lime juice, garlic salt, and red pepper flakes, then let them rest in a bowl for about 30 minutes to an hour.
Prepare the hot cross bun dough by mixing 2.5 cups of flour, 2/3 cup of sugar, and a yeast mixture (yeast, warm water, oil, sugar, flour) and let it sit for 5 minutes.
Add nutmeg, cinnamon, 1 tablespoon of dried cranberries, 1 tablespoon of honey, 2 egg yolks, 1/4 cup of evaporated milk, and salt to the flour mixture, then mix well.
Knead the dough for about 5 to 10 minutes, adding flour as needed to prevent sticking.
Place the dough in a bowl with a little butter, cover, and let it rise for 30 to 45 minutes until doubled in size.
Cut the dough into pieces to form small balls, cover, and let them rise for another 25 to 30 minutes.
Prepare the topping by whipping egg whites and adding 2/3 cup of sugar and flavoring, then mix until creamy.
Preheat the oven to 350°F (175°C) and bake the buns for about 20 minutes or until golden brown.
Fry the fish for about 3 to 5 minutes on each side until golden brown, using a pot cover to shield from splatter.
Remove the fried fish and drain on paper towels, then serve alongside the hot cross buns.
