Scrub the crabs thoroughly with a toothbrush to clean them.
Wash the crabs in water with salt and vinegar to ensure they are clean.
Mix 3 cups of flour, 3 teaspoons of baking powder, 2 teaspoons of sugar, and 1/4 teaspoon of salt in a bowl.
Gradually add 1 1/2 cups of water to the flour mixture, mixing until a firm dough forms.
Knead the dough on a countertop until it is well combined and firm.
Prepare a wide pan for steaming the crabs instead of using a pot.
Place the cleaned crabs in the pan and cover them with the dough.
Mix scallion, celery, garlic, thyme, and red pepper flakes to sprinkle over the crabs before covering with dough.
Cover the pan and steam on low heat for 15-20 minutes until the crabs are cooked through and there is no liquid left.
