Boil water and add cassava leaves, covering to boil for 10 to 15 minutes.
Add beef, chopped onions, bell peppers, and leeks to the boiled cassava leaves, cover, and cook for 25 to 30 minutes.
Add crushed garlic, bay leaves, black pepper, white pepper, dried thyme, salt, and vegetable oil, then cover and cook again.
Test for salt and add more water if needed, cooking until cassava leaves are tender.
Add mackerel fillet and peanut butter, pushing it down to dissolve quickly.
Optionally add Scotch bonnet, cover, and allow to simmer on low heat for 10 minutes.
Stir everything together before serving.
