Combine ground pork, ground pork's fat, salt, baking soda mixture, half-cooked carrots, chopped shrimp, chopped spring onion, ground pepper, brown sugar, seasoning granules, soy sauce, egg, cornstarch, and sesame oil in a bowl.
Mix until well combined and the mixture becomes sticky.
Place a wonton wrapper on a clean surface, spoon a portion of the filling into the center.
Moisten the edges of the wrapper with water, then fold and pleat the sides to seal the filling inside.
Repeat with remaining wrappers and filling until all are shaped.
Prepare a steamer by bringing water to a boil over medium heat.
Arrange the siomai in a single layer in the steamer basket, leaving space between them.
Steam the siomai for 15-20 minutes or until the pork is fully cooked and the shrimp turns pink.
For pan-fried siomai, heat oil in a skillet over medium heat, add siomai, and fry until golden brown on the bottom, about 3-4 minutes.
Add a splash of water to the skillet, cover, and steam for an additional 5-7 minutes until cooked through.
For the chili oil, heat cooking oil in a pan and add garlic and spicy chili, cooking until fragrant.
For the dipping sauce, combine water, soy sauce, oyster sauce, and brown sugar in a bowl.
