Pour water into a large pot and bring it to a boil.

Add beef ribs and cover the pot.

Simmer on medium heat for 2 hours, skimming off any scum that forms.

After an hour, add lemongrass, chili pepper, onion, and ground black pepper, then stir.

Cover and simmer for another hour.

After two hours, add new potatoes and fish sauce, cover and simmer for 5 minutes.

Add green beans, mix, cover and simmer for 5 minutes.

Finally, add spinach, cover and simmer on low heat for 1 minute.

Serve with rice.
