Cut lamb into chunks and season with salt and pepper.
Heat butter in a large pot over medium heat until melted.
Add lamb and brown on all sides for 5-7 minutes.
Remove lamb and set aside.
In the same pot, add onions, garlic, and celery; sauté until softened, about 3-4 minutes.
Return lamb to the pot and add water and beef broth.
Add thyme, bay leaves, and bring to a boil.
Reduce heat and simmer for 1-1.5 hours until lamb is tender.
Add potatoes, carrots, turnips, and leeks; simmer for an additional 30-40 minutes.
Taste and adjust seasoning with salt and pepper as needed.
Garnish with fresh parsley before serving.
