Toast whole spices in a pan on medium low heat for a couple of minutes until fragrant and slightly changed in color; turn off heat and let cool before grinding into a fine powder.

Cut beef into strips for the chili fry.

Marinate beef with salt, turmeric powder, ginger garlic paste, and the ground spices; mix well and let marinate for about 1 hour.

Heat oil in a large pan and fry sliced potatoes with a little salt until 85% cooked, on medium low flame; drain excess oil and set aside.

In the same pan, sauté half of the sliced onions until slightly golden; add grated ginger garlic and green chilies, cooking until the raw smell is gone.

Add vinegar, soy sauce, and sugar to the pan; mix well.

Add marinated beef to the pan and fry on high flame for 5 minutes until it releases water.

Add half a cup of water, check seasoning, and reduce heat to low; cover and slow cook for 40 minutes, stirring occasionally.

Remove cooked beef along with the masala into a bowl; increase heat to medium and add oil to the same pan.

Sauté remaining sliced onions, ginger, and garlic until golden and fragrant; add chopped tomatoes and assorted bell peppers, sautéing for a couple of minutes.

Add fried potatoes to the pan and stir; then add the cooked beef and mix gently to avoid breaking the beef pieces.

Add 2 tablespoons of water, cover, and cook for 5 minutes on medium low flame.
