Cook ground beef in a skillet over medium heat until browned; drain.
Add chopped onions, garlic, and cook until softened, about 3-4 minutes.
Stir in diced potatoes, carrots, peas, black pepper, and bay leaves; cook until vegetables are tender.
Remove from heat and let filling cool; discard bay leaves.
Roll out dough on a floured surface to about 1/8 inch thick.
Cut dough into circles, about 4-6 inches in diameter.
Place a spoonful of filling on one half of each circle.
Fold over and seal edges with a fork or by pinching.
Brush tops with beaten egg for a golden finish.
Bake at 375°F until golden brown, about 25-30 minutes, or deep-fry until golden and crispy.
