For the sweet chutney, cook dates, tamarind, jaggery, fennel seeds, dry coriander seeds, cumin seeds, salt, black salt, and water until thickened, then blend until smooth.

To make the bhel, combine puffed rice, roasted chickpeas, roasted peanuts, namkeen chana dal, chopped tomato, chopped cucumber, papdi, sev, pomegranate seeds, and chopped coriander leaves in a large bowl.
