Finely chop the onion and garlic, then mix with ground lamb in a bowl.
Grate the carrot and potato, then add to the meat mixture along with salt, black pepper, and cumin.
Roll out the rested dough on a floured surface and cut into squares.
Place a spoonful of the filling in the center of each dough square.
Fold the dough over the filling to create a triangle, then pinch the edges to seal.
Bring the two corners of the triangle together to form a dumpling shape, sealing tightly.
Prepare a steamer and fill it with water, bringing it to a boil.
Arrange the dumplings in the steamer basket, ensuring they do not touch.
Steam the manty for 30-40 minutes until the dough is cooked through.
Serve hot with vinegar or yogurt on the side.
