Mix flour, water, and salt in a bowl to form a dough.
Knead the dough until smooth and elastic, about 10 minutes.
Cover the dough and let it rise in a warm place until doubled in size, about 1 hour.
Boil potatoes until tender, then mash and let cool.
Sauté onions in butter until translucent, then add meat and cook until browned.
Combine mashed potatoes, sautéed onions, and meat; season with salt and pepper.
Roll out the dough on a floured surface to about 1/4 inch thick.
Cut dough into circles, about 4-5 inches in diameter.
Place a spoonful of filling in the center of each circle.
Fold the dough over the filling and pinch to seal tightly.
Let the filled dumplings rest for 15 minutes before cooking.
Boil water in a large pot and add the dumplings, cooking until they float, about 5-7 minutes.
Remove dumplings with a slotted spoon and serve with sour cream or yogurt.
