Mix warm water and yeast in a bowl; let sit until frothy, about 5-10 minutes.
Combine flour, sugar, and salt in a large mixing bowl.
Add the yeast mixture, warm milk, eggs, and melted butter to the dry ingredients; mix until a dough forms.
Knead the dough on a floured surface for about 10 minutes until smooth and elastic.
Place the dough in a greased bowl; cover and let rise in a warm place until doubled in size, about 1-2 hours.
Punch down the risen dough and roll it out to about 1/2 inch thick.
Cut the dough into small squares or circles using a knife or cutter.
Heat vegetable oil in a deep pan over medium heat until shimmering.
Fry the dough pieces in batches until golden brown, about 2-3 minutes on each side.
Remove the baursaki from the oil and drain on paper towels.
