Heat olive oil in a pan until hot.
Sear lamb shanks in the pan until nicely sealed.
Transfer seared lamb shanks to a bowl.
Add more olive oil to the pan and add chopped onions; season with salt.
Sauté onions until golden brown.
Add minced garlic and ginger to the onions.
Incorporate 3-4 green chilies, cumin seeds, and coriander seeds into the mixture.
Add 2 tablespoons of yogurt, 1 teaspoon of turmeric powder, 2 teaspoons of cumin powder, and 3 teaspoons of coriander powder; mix well.
Add garam masala, red chili powder, and 3 teaspoons of sweet paprika; mix thoroughly.
Add water to the mixture and blend until smooth.
Add the tomato mixture to the pan and cook until it forms a fine paste.
Add the fine tomato paste to the lamb shanks in the slow cooker.
Add one bay leaf, a piece of cinnamon, crushed black cardamom, and a few peppercorns to the slow cooker.
Add fennel seeds to the slow cooker.
Set the slow cooker on high heat and add 1 and 1/2 cups of water.
Cover and cook on high for 1 hour, then reduce to low heat and cook for 4 to 6 hours.
Check the lamb for tenderness; it should fall off the bone easily.
Plate the dish and garnish with fresh coriander and julienned ginger.
