1

Preheat the oven to 350°F (176°C).

2

Mix together the dry ingredients (flour, sugar, cocoa powder, baking powder, baking soda, salt) in a large bowl using a whisk or sifter.

3

Add the milk, oil, eggs, and vanilla extract to the dry ingredients. Mix with a wooden spoon or electric mixer until combined.

4

Gradually add the hot water while mixing on low speed until fully incorporated. The batter will be thin.

5

Prepare two 9-inch round cake pans by greasing with butter or shortening and dusting with flour. Optionally, add parchment paper to the bottom.

6

Evenly distribute the batter between the two prepared pans.

7

Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

8

Let the cakes cool in the pans for about 10 minutes, then transfer to wire racks to cool completely.

9

To make the frosting, cream together softened butter and cocoa powder in a large bowl using a mixer.

10

Add vanilla extract, then gradually mix in powdered sugar, scraping the bowl as needed.

11

Add milk to achieve desired frosting consistency.

12

Frost the first layer of cake, add the second layer, and frost the top and sides. Chill to set the frosting if desired.
