Heat vegetable oil in a large skillet over medium-high heat until shimmering.
Add garlic and ginger; sauté until fragrant, about 30 seconds.
Add shrimp and cook until pink and opaque, about 3-4 minutes.
Remove shrimp from skillet and set aside.
In the same skillet, add broccoli and stir-fry until bright green and tender-crisp, about 3-4 minutes.
Combine soy sauce, cornstarch, and water in a bowl; mix until smooth.
Pour the sauce over the broccoli and stir to coat evenly.
Return shrimp to the skillet and toss to combine with the broccoli and sauce.
Cook for an additional 1-2 minutes until heated through.
Drizzle with sesame oil and sprinkle with green onions and red pepper flakes.
Serve hot over cooked rice, garnished with lemon juice.
