Preheat the oven to 180°C (350°F).
Prepare a large, heavy pot or peka dish with a lid.
Place the lamb in the pot and season generously with salt and black pepper.
Add chopped onions, garlic, and carrots around the lamb.
Drizzle olive oil over the meat and vegetables.
Add potatoes and bell peppers, arranging them evenly.
Sprinkle rosemary and bay leaves on top.
Pour red wine and water into the pot, ensuring the ingredients are partially submerged.
Cover the pot with the lid or a heavy metal lid.
Bake in the preheated oven for about 2-3 hours, until the lamb is tender and falling off the bone.
Remove the lid for the last 30 minutes to allow the meat to brown.
Garnish with fresh parsley and lemon before serving.
