Soak 1.5 cups chickpeas in water for about 1 hour.

In a pot, add 1 cup water and 1 teaspoon tea leaves; bring to a boil to prepare water for chickpeas.

After soaking, rinse the chickpeas and place them in a pressure cooker.

Add the prepared tea water, 2 bay leaves, 3-4 pieces of cinnamon, 1 large cardamom, 4-5 cloves, 1 teaspoon cumin seeds, and a pinch of baking soda to the chickpeas.

Cook on medium-low flame for 8-9 whistles until the chickpeas are soft.

In a mixing bowl, combine 1.5 cups flour, 4 tablespoons semolina, a pinch of baking soda, 1/4 teaspoon salt, and 1/2 teaspoon sugar.

Add 4-5 tablespoons yogurt and mix well, then add water as needed to form a soft dough.

Let the dough rest for 10-15 minutes, covering it with a cloth.

In a pan, heat oil for frying the bhature.

While the oil heats, prepare the tempering: blend 1 onion, 2 inches ginger, 4-5 garlic cloves, and 3-4 green chilies into a paste.

In another pan, heat 4 tablespoons oil, add 1 teaspoon cumin seeds, and a pinch of asafoetida (optional).

Add the chopped onion for tempering and sauté until lightly browned.

Add 1/2 teaspoon Kashmiri red chili powder, 1/2 teaspoon regular red chili powder, 2 tablespoons coriander powder, 1 tablespoon roasted cumin powder, and 1/2 teaspoon garam masala; mix well.

Add the prepared paste of onion, garlic, ginger, and green chilies to the pan and sauté well to cook the spices.

Add the cooked chickpeas along with some of their cooking water and mix everything together.

Finally, add 2 tablespoons of chaat masala to enhance the flavor.
