Boil milk in a heavy-bottomed pan over medium heat, stirring continuously until it reduces by half.
Add sugar to the reduced milk and stir until fully dissolved.
Incorporate ghee into the mixture and continue stirring for 5-7 minutes.
Add cardamom powder and mix well to combine.
Stir in finely chopped pistachios and almonds, reserving some for garnish.
Add saffron strands soaked in a tablespoon of warm milk and mix thoroughly.
Cook the mixture until it thickens and starts to leave the sides of the pan, about 10-15 minutes.
Grease a tray with ghee and pour the mixture into it, spreading evenly.
Sprinkle reserved nuts on top and gently press them in.
Allow the barfi to cool at room temperature until set, about 1-2 hours.
Cut into squares or diamonds and serve.
