Boil the potatoes in a 6-quart saucepan of salted water for about 25 minutes until tender.
Drain the potatoes and transfer to a bowl. When cool enough to handle, peel and coarsely mash them.
In a separate bowl, toss the salt, lemon juice, and onion and set aside.
In another bowl, whisk together the olive oil, canola oil, and egg yolk until combined.
Add the oil mixture to the potatoes and toss to combine.
Transfer the potatoes to a serving platter and top with reserved onions, marjoram, and paprika.
Heat the oven broiler and oil in a 12-inch skillet over medium-high heat.
Season the steak with salt and pepper and cook for 3-4 minutes, flipping once until browned and cooked through.
Spread mayonnaise on the insides of the sliced milk bun or kaiser roll and broil until lightly toasted for 1-2 minutes.
Place bacon and fresh mozzarella over one half of the roll and broil until cheese is melted, about 1 minute.
Add the cooked steak, top with egg, pickled peppers, lettuce, and tomato.
