Start by making the sauce: In a bowl, combine water, ketchup, light soy sauce, Shoaxing wine vinegar (or rice wine vinegar), chili oil, sugar, and cornstarch; stir well.

For the shrimp, add about 1 pound of clean shrimp to a bowl with Shoaxing wine (or rice wine vinegar) and cornstarch; toss to coat.

Heat a pan or wok over medium-high heat and add oil; then add the shrimp and cook for about 3-4 minutes, stirring until done; do not overcook.

Remove the shrimp from the pan and set aside; lightly wipe out the pan.

Increase the heat and add a little more oil; add minced garlic and chopped red chilies; cook and stir for about 20 seconds until fragrant.

Add in multicolored bell peppers, the whites of green onions, beech mushrooms, and snow peas; toss and cook for about 3-4 minutes until tender.

Return the shrimp and any juices back to the pan; pour in the prepared sauce and the green onions; stir well until the sauce thickens, about 1 minute.
