Fold the sides of the rice paper over the filling, then roll tightly from the bottom to the top, creating a sealed spring roll.
Repeat the process with remaining ingredients, keeping finished rolls covered with a damp cloth to prevent drying.
Mix fish sauce, lime juice, sugar, minced garlic, and chopped chili pepper in a bowl to create the dipping sauce.
Serve spring rolls with dipping sauce and crushed peanuts on the side.
