Traditionally served with rice and fresh vegetables, it reflects the balance of flavors in Vietnamese cuisine. This dish has gained popularity beyond Vietnam, often found in Vietnamese restaurants worldwide, showcasing the country's rich culinary heritage.

Add beef to a bowl and mix with fish sauce, soy sauce, sugar, salt, and black pepper.
Add half of the minced garlic and 1/2 tbsp of vegetable oil to the beef and mix.
Add cornstarch to the beef mixture and mix well. Let sit for 30 minutes.
Meanwhile, prepare the salad by combining vinegar, vegetable oil, salt, sugar, and black pepper in a bowl.
Add sliced onions to the vinegar dressing and toss to combine.
Toss the watercress with the dressing and arrange on a plate. Add tomato slices on top.
Heat a pan over medium-high heat and add 1 tbsp of vegetable oil.
Add the marinated beef to the pan and sear one side until browned.
Turn the beef over to sear the other side.
Add the remaining minced garlic to the pan and cook for another 2-3 minutes.
Transfer the beef to the serving plate on top of the salad and enjoy with rice.
