1 lb beef cut into 1 inch cubes
1 tbsp fish sauce
1 tbsp soy sauce
1/2 tbsp sugar
1/4 tsp salt
1/4 tsp black pepper
1/2 tbsp vegetable oil
2 tbsp minced garlic
1/2 tsp corn starch
6 cups watercress
1 cup thinly sliced red onion
2 tomatoes, sliced into pieces (2 cups tomatoes)
5 tbsp vinegar
2 tbsp vegetable oil
3 tsp sugar
1/2 tsp salt
1/2 tsp black pepper
