Cook the mixture on low flame until the ghee separates and the flour is fragrant, about 5-7 minutes.
Add 1 glass of milk to the mixture and stir continuously.
Gradually add water to the mixture while stirring to avoid lumps.
Add sugar to the mixture and continue cooking until dissolved, about 2-3 minutes.
If desired, add saffron paste for color and flavor (optional).
Cook until the mixture thickens and pulls away from the pan, about 10 minutes.
Remove from heat and let cool slightly before serving.
