Preheat the oven to 340°F (170°C).
In a mixing bowl, combine the dry ingredients: cake flour, sugar, baking powder, and salt.
In another bowl, mix the wet ingredients: water, oil, egg yolks, mashed ube, and ube flavoring.
In a separate bowl, whip the egg whites with cream of tartar until soft peaks form, then gradually add sugar until stiff peaks form.
Fold the meringue into the wet mixture gently until combined.
Pour the batter into prepared cake pans and bake for 50 minutes or until a toothpick inserted comes out clean.
Allow the cake to cool completely before frosting.
In a bowl, beat the softened cream cheese and butter until smooth.
Gradually add powdered sugar and mix until well combined.
Add heavy cream and mix until the frosting is fluffy.
Spread the cream cheese frosting on the cooled cake.
