Rinse the rice under cold water until the water runs clear.
Soak the rice in water for 30 minutes, then drain.
Heat vegetable oil in a large pot over medium heat until shimmering.
Add diced lamb and sauté until browned on all sides, about 5-7 minutes.
Stir in chopped onions and cook until translucent, about 3-4 minutes.
Add grated carrots and cook for another 5 minutes, stirring occasionally.
Mix in minced garlic, cumin, and black pepper, cooking for 1 minute until fragrant.
Add soaked rice to the pot, spreading it evenly over the meat and vegetables.
Pour in water until it covers the rice by about 1 inch.
Add bay leaves and salt, then bring to a boil.
Reduce heat to low, cover the pot, and simmer for 20-25 minutes until rice is tender and water is absorbed.
Remove from heat and let it rest, covered, for 10 minutes.
Fluff the rice with a fork and garnish with chopped parsley before serving.
