Prepare the cabbage leaves by boiling them in salted water until they are pliable, about 5 minutes.

Remove the cabbage leaves and set aside to cool.

In a mixing bowl, combine 3 pieces of raw shrimp, 1/2 cup rice, 1/2 cup chopped carrot, 1/2 cup chopped bell pepper, and 1/2 cup chopped onion.

Add 1/2 teaspoon ginger, 1 tablespoon soy sauce, 1/2 teaspoon black pepper, 1/2 teaspoon chili flakes, and 1/2 teaspoon cumin to the mixture.

Mix all the ingredients thoroughly by hand.

Take a cabbage leaf and place a spoonful of the shrimp mixture at the base.

Roll the cabbage leaf tightly to secure the filling inside.
