German Cabbage Rolls

Prepare two plates: one with outer cabbage leaves and one with inner leaves.
Use two leaves for each cabbage roll, placing the inner leaf inside the outer leaf.
Wrap the inner leaf with the outer leaf to form the cabbage roll.
Heat oil in a skillet over medium heat and sauté onion and garlic until translucent.
In a bowl, combine ground beef, cooked rice, sautéed onion and garlic, salt, pepper, and paprika to create the filling.
Place a generous spoonful of the meat mixture onto each cabbage leaf and roll tightly, tucking in the sides.
Arrange the cabbage rolls seam-side down in a baking dish.
Pour tomato sauce and beef broth over the rolls, adding bay leaves.
Cover the dish with foil and bake at 350°F for 45 minutes.
Remove the foil and bake for an additional 15 minutes to brown the tops.
Let cool slightly before serving, garnished with parsley.
Serve with sour cream on the side.
