Bring a large pot of water to a boil.
Remove the core from the cabbage and carefully peel off leaves.
Blanch cabbage leaves in boiling water until pliable, about 2-3 minutes.
In a skillet, heat oil over medium heat and sauté onion and garlic until translucent.
In a bowl, combine ground beef, cooked rice, sautéed onion and garlic, salt, pepper, and paprika.
Place a generous spoonful of the meat mixture on each cabbage leaf and roll tightly, tucking in the sides.
Arrange the cabbage rolls seam-side down in a baking dish.
Pour tomato sauce and beef broth over the rolls, adding bay leaves.
Cover the dish with foil and bake at 350°F for 45 minutes.
Remove foil and cook for an additional 15 minutes to brown the tops.
Let cool slightly before serving, garnished with parsley.
Serve with sour cream on the side.
