Remove the core from the cabbage.

Add 1 cup of water and the steamer rack to the Instant Pot, place the whole cabbage inside, and steam for 8 minutes.

While the cabbage is steaming, chop 1 medium onion and a few cloves of garlic.

Chop 2 cups of cilantro and 1 cup of dill.

In a heated pan, add 1 tablespoon of butter and 1 tablespoon of olive oil, melt them, and add the chopped onion and garlic, cooking until the onion is translucent.

Add 1 cup of tomato sauce and 1 tablespoon of tomato paste to the pan and mix well.

Add pink salt, black pepper, red chili powder, cayenne powder, and paprika to the mixture, cooking until bubbly.

Add washed jasmine rice to the mixture and stir until combined; do not cook the rice.

Add the chopped dill and cilantro to the filling mixture.

After steaming, let the cabbage cool for 15 minutes and separate the leaves one by one.

Cut the hard middle part off the leaves and cut the leaves into four pieces for easier rolling.

Place a bit of filling into each cabbage piece and roll them up tightly, ensuring the stuffing stays in the middle.

Line the rolls in a circle in the Instant Pot.

Pour 1 tablespoon of olive oil and 1/3 cup of broth over the rolls in the Instant Pot.

Seal the Instant Pot and set it to steam for 12 minutes.

After 12 minutes, open the lid and serve the cabbage rolls.
