Make the dough by mixing flour, salt, and water until smooth; let it rest for 30 minutes.
In a pan, heat oil over medium heat and sauté chopped onions until translucent, about 5 minutes.
Add minced garlic, cumin, coriander, and black pepper; cook for 2 minutes until fragrant.
Stir in ground beef and cook until browned, about 7-10 minutes; drain excess fat.
Add diced potatoes, green chili, cilantro, and lemon juice; mix well and cook for another 5 minutes.
Remove from heat and let the filling cool slightly.
Divide the dough into small balls and roll each into thin circles.
Cut each circle in half to form two semi-circles.
Take one semi-circle, fold it into a cone shape, and seal the edge with water.
Fill the cone with the beef filling and seal the top edge with water to close completely.
Heat oil in a deep pan over medium-high heat until hot.
Fry sambusas in batches until golden brown, about 3-4 minutes per side.
Remove sambusas and drain on paper towels.
Serve hot with dipping sauce or chutney.
