Add beef broth, bay leaves, thyme, cloves, and sugar; stir to combine.
Bring to a simmer, then reduce heat to low and cover.
Cook for about 2 hours, stirring occasionally, until beef is tender.
Add vinegar, salt, and black pepper to taste; stir well.
In the last 30 minutes, add chopped carrots and potatoes to the pot.
Continue to cook until vegetables are tender and flavors meld.
