Prepare the lamb by cutting it into chunks.
Soak the rice in water for 30 minutes, then drain.
Heat oil in a large pot over medium heat.
Add the lamb and brown on all sides, about 5-7 minutes.
Stir in chopped onions and cook until translucent, about 3-4 minutes.
Add grated carrots and cook until softened, about 5 minutes.
Mix in minced garlic and spices, cooking for another minute.
Add the soaked rice, stirring to combine with the meat and vegetables.
Pour in water to cover the rice by an inch, then bring to a boil.
Reduce heat, cover, and simmer until rice is tender, about 20 minutes.
In the last 5 minutes, add chopped potatoes and bell peppers on top of the rice.
Remove from heat and let rest, covered, for 10 minutes.
Fluff the rice with a fork before serving.
Garnish with fresh herbs and serve hot.
