Soak the glass noodles in water for about 20 minutes, or until they become soft. After soaking, drain the noodles and rinse them under cold water several times to remove extra starch. Let them sit in a strainer to drain completely while you prepare the other ingredients.

Peel the shrimp and remove the veins. Wash the cleaned shrimp thoroughly several times. Make a deep cut along the back of each shrimp, but do not cut all the way through — leave a small part of the back intact so the shrimp stays connected. Tuck the tail into the back cut of each shrimp to help it curl into a neat shape. Repeat for all shrimp and set aside.

Take a small portion of the soaked glass noodles and twist them into a small round nest or circle. Place each noodle nest onto a heat-proof plate or dish that fits inside your steamer. Repeat until all glass noodles are used.

Put one prepared shrimp on top of each glass noodle nest. Gently press the shrimp into the glass noodles so it sits securely. Set the dish aside while you prepare the sauce.

Finely mince the peeled garlic. Chop the green onions and set aside a portion for garnish. In a small bowl, mix together minced garlic, chopped chili, some of the chopped green onions, chicken powder, soy sauce, and oyster sauce. Stir the mixture well until everything is evenly combined.

Spoon a small amount of the sauce mixture over each shrimp and glass noodle nest. Make sure the garlic mixture is spread evenly for full flavor.

Place the dish into a preheated steamer. Cover and steam over medium heat for 10–15 minutes, or until the shrimp turn pink and are fully cooked. The noodles will absorb the sauce and become glossy and flavorful.

Sprinkle the remaining fresh chopped green onions on top. Carefully remove the dish from the steamer. Serve immediately while hot.
