Preheat the oven to 200°C (400°F).
Roll out the shortcrust pastry and line a pie dish with it.
Heat oil in a skillet over medium heat and sauté chopped onion and garlic until softened, about 3-4 minutes.
Add beef mince to the skillet and cook until browned, breaking it apart with a spoon.
Stir in beef stock, Worcestershire sauce, tomato paste, thyme, bay leaves, salt, and pepper.
Simmer the mixture for 20-25 minutes until thickened, stirring occasionally.
Remove the bay leaves and let the filling cool slightly.
Spoon the meat mixture into the pastry-lined pie dish.
Roll out the puff pastry and cover the top of the pie, sealing the edges.
Cut slits in the top to allow steam to escape.
Brush the pastry with beaten egg for a golden finish.
Bake in the preheated oven for 25-30 minutes until the pastry is golden brown.
