Prepare the dough by mixing all-purpose flour and salt in a mixing bowl.
Add ghee to the flour mixture and rub until it becomes crumbly.
Gradually add water and knead until the dough is smooth; cover and let it rest for 30 minutes.
Heat mawa in a pan over low heat until it softens, which takes about 5 minutes.
Stir in sugar, cardamom powder, chopped nuts, and raisins; mix well and let the filling cool.
Divide the dough into small balls and roll each ball into a circle using a rolling pin.
Place a spoonful of the mawa filling in the center of each circle of dough.
Fold the dough over to form a half-moon shape and seal the edges by pressing with fingers.
Heat oil in a deep frying pan over medium heat until hot enough for frying.
Fry the gujiyas in batches until they are golden brown, which takes about 4-5 minutes each.
Remove the gujiyas and drain them on paper towels; let them cool slightly.
Dust the gujiyas with powdered sugar before serving.
