Whole wheat flour adds fiber, while bread flour can be cheaper and still yield good dumpling skins.
Mix half boiling water and warm water to make the dumpling dough.
Knead the dough on a cutting board for about five minutes.
If the dough feels wet, sprinkle in more flour as needed.
Form the dough into a ball, place it in a mixing bowl, cover with plastic wrap, and let it rest for 30 minutes.
Cut the dough in half and make two logs, weighing 15 grams each.
Remove the seeds from guajillo and California chilies.
Cover the chilies with boiling water to rehydrate for about 15 minutes.
Caramelize carrots, onions, and garlic in a pan.
Add clove, black pepper, kosher salt, ground cumin, and ground coriander to the pan.
Add one chipotle for smokiness, then add the rehydrated chilies.
Pour in chicken stock and add Maggie seasoning and Mexican oregano.
Simmer for about 15 minutes until vegetables are tender, then puree until smooth and return to the pan.
Simmer oxtail and boneless beef short ribs in the broth for about two to three hours until tender.
Strain the broth and skim off the fat, saving it for later use.
Add gelatin to the broth to ensure it sets firm.
Chop the cooled meat into small pieces for the filling.
Once the broth is chilled, cut it into squares and mix with the chopped beef.
Flatten a dough ball and roll it into a circle using a rolling pin.
Thin out the edges of the dumpling wrapper by rolling from the center outward.
Add the filling to the center of the wrapper.
Pleat and pinch the edges of the dumpling to seal it.
Steam the dumplings for a few minutes until the wrappers are fully cooked.
Mix the saved fat with lime juice and cilantro for a topping.
Plate the dumplings and garnish with radish and cilantro.
